She obtained her Bachelor of Science degree in political science from Washington College in Chestertown, Maryland. She obtained her Juris Doctor of Laws degree from The Widener University School of Law, where she graduated cum laude. She was admitted to the Delaware Bar in 1992. She is a member of the Delaware Trial Lawyers Association. She is also admitted to the United States Court of Appeals for the Third Circuit and the United States District Court for the District of Delaware. She is a frequent lecturer at the Bar Association's Annual Workers' Compensation Seminar.

Katie Barksdale is an associate attorney at Roeberg, Moore & Friedman , P.A. and practices in the areas of personal injury, workers’ compensation, and litigation. She obtained her Bachelor of Arts degree in English and Political Science from Tufts University in Medford, Massachusetts. She obtained her Juris Doctor of Laws degree from the Widener University School of Law, where she graduated cum laude. While at Widener University, she served as President of the Widener Chapter of the Delaware American Civil Liberties Union, completed an externship clerking in the Delaware Superior Court, and earned Pro Bono distinction. She was admitted to the Delaware Bar and the New Jersey Bar in 2015 and the United States District Court for the District of Delaware in 2016.
